       生(sheng)(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)分(fen)區(qu)(qu)(qu)管(guan)控(kong)(kong)是(shi)以保(bao)(bao)障生(sheng)(sheng)(sheng)態(tai)(tai)功能和改善環(huan)(huan)境(jing)質(zhi)量(liang)為目(mu)標,實施(shi)分(fen)區(qu)(qu)(qu)域差(cha)異化精準(zhun)管(guan)控(kong)(kong)的環(huan)(huan)境(jing)管(guan)理(li)制度(du),是(shi)提(ti)升生(sheng)(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)治理(li)現代化水平的重要(yao)舉措(cuo)。實施(shi)生(sheng)(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)分(fen)區(qu)(qu)(qu)管(guan)控(kong)(kong),嚴守(shou)生(sheng)(sheng)(sheng)態(tai)(tai)保(bao)(bao)護(hu)紅(hong)線(xian)、環(huan)(huan)境(jing)質(zhi)量(liang)底線(xian)、資源利用上(shang)線(xian),科學指導各類(lei)開(kai)發保(bao)(bao)護(hu)建設活動,對于(yu)推動高質(zhi)量(liang)發展,建設人與自然和諧共生(sheng)(sheng)(sheng)的現代化具有重要(yao)意(yi)(yi)義。為加(jia)強生(sheng)(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)分(fen)區(qu)(qu)(qu)管(guan)控(kong)(kong),經黨中(zhong)央、國務院同意(yi)(yi),現提(ti)出如下意(yi)(yi)見。

一、總體要求

      加強(qiang)生態環境(jing)分區(qu)(qu)管控,要堅持以習近平新(xin)時代中國(guo)(guo)特(te)色社(she)會(hui)主義思想特(te)別是習近平生態文明思想為指導,深入貫(guan)徹黨(dang)的二十(shi)大精神,落(luo)(luo)實全(quan)國(guo)(guo)生態環境(jing)保護大會(hui)部署(shu),完(wan)整、準確、全(quan)面貫(guan)徹新(xin)發展理(li)念,加快構(gou)建(jian)新(xin)發展格局,協同推(tui)進(jin)降碳(tan)、減污、擴綠、增長(chang),充分尊(zun)重自(zi)(zi)然規律和(he)(he)區(qu)(qu)域(yu)差異,全(quan)面落(luo)(luo)實主體(ti)功能區(qu)(qu)戰(zhan)略,充分銜接國(guo)(guo)土(tu)空(kong)間規劃和(he)(he)用途管制,以高水平保護推(tui)動高質量發展、創造高品(pin)質生活,努力建(jian)設人與自(zi)(zi)然和(he)(he)諧(xie)共生的美麗中國(guo)(guo)。

     生態優(you)先,綠色發(fa)展。堅持尊重自(zi)然(ran)、順應自(zi)然(ran)、保護(hu)自(zi)然(ran),守(shou)住自(zi)然(ran)生態安(an)全(quan)邊界和環境質量(liang)底線,落(luo)實自(zi)然(ran)生態安(an)全(quan)責任(ren),推進綠色低碳(tan)發(fa)展。

     源頭預防,系(xi)統保(bao)護(hu)(hu)。健全生態(tai)環境(jing)源頭預防體系(xi),統籌山水林田湖(hu)草沙一體化保(bao)護(hu)(hu)和系(xi)統治理,加(jia)強生物多(duo)樣性保(bao)護(hu)(hu),強化多(duo)污染物協(xie)同控(kong)制和區(qu)域協(xie)同治理。

     精準科學,依(yi)法(fa)管控。聚焦區(qu)(qu)域性、流域性突出生態環(huan)境問(wen)(wen)題,精準科學施策,依(yi)法(fa)依(yi)規建立從(cong)問(wen)(wen)題識別到解決方案的分區(qu)(qu)分類管控策略。

     明(ming)確責任,協調聯動。國家(jia)層(ceng)面(mian)做好頂層(ceng)設(she)計,地方黨委和政府落實主體(ti)責任,有關部門加強溝通(tong)協調,建立分工(gong)協作工(gong)作機(ji)制,提高政策統(tong)一(yi)(yi)性(xing)(xing)、規則(ze)一(yi)(yi)致(zhi)性(xing)(xing)、執(zhi)行協同性(xing)(xing)。

     到2025年,生(sheng)態(tai)環(huan)(huan)境分(fen)區(qu)管(guan)控制度(du)(du)基本(ben)建立,全域覆(fu)蓋、精準科學的生(sheng)態(tai)環(huan)(huan)境分(fen)區(qu)管(guan)控體系初步(bu)形成。到2035年,體系健全、機制順暢、運行高效的生(sheng)態(tai)環(huan)(huan)境分(fen)區(qu)管(guan)控制度(du)(du)全面建立,為生(sheng)態(tai)環(huan)(huan)境根本(ben)好轉、美麗(li)中(zhong)國目標基本(ben)實(shi)現(xian)提供有(you)力支(zhi)撐。

二、全面推進生(sheng)態(tai)環境分區管控

      (一(yi))制(zhi)(zhi)定生態環境(jing)分(fen)區(qu)管控(kong)方案(an)(an)。深入實(shi)施主體(ti)功(gong)能區(qu)戰略,全(quan)面(mian)落實(shi)《全(quan)國(guo)國(guo)土空間(jian)規劃綱要(yao)(2021-2035年)》,制(zhi)(zhi)定以(yi)落實(shi)生態保護紅線(xian)(xian)、環境(jing)質量(liang)底線(xian)(xian)、資源利用(yong)上線(xian)(xian)硬約束為(wei)重點,以(yi)生態環境(jing)管控(kong)單(dan)元(yuan)為(wei)基礎,以(yi)生態環境(jing)準入清單(dan)為(wei)手段(duan),以(yi)信息平臺為(wei)支撐的(de)生態環境(jing)分(fen)區(qu)管控(kong)方案(an)(an)。堅持國(guo)家指導、省級(ji)(ji)(ji)(ji)統籌、市級(ji)(ji)(ji)(ji)落地的(de)原則,分(fen)級(ji)(ji)(ji)(ji)編制(zhi)(zhi)發布(bu)本行政區(qu)域內生態環境(jing)分(fen)區(qu)管控(kong)方案(an)(an)。省級(ji)(ji)(ji)(ji)、市級(ji)(ji)(ji)(ji)生態環境(jing)分(fen)區(qu)管控(kong)方案(an)(an)由同級(ji)(ji)(ji)(ji)政府組織編制(zhi)(zhi),充分(fen)做好與國(guo)土空間(jian)規劃“一(yi)張圖(tu)”系(xi)統的(de)銜接,報(bao)上一(yi)級(ji)(ji)(ji)(ji)生態環境(jing)主管部門(men)備案(an)(an)后發布(bu)實(shi)施。

      ( 二)確(que)(que)定(ding)生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)管(guan)控單元。基(ji)于生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)結構(gou)、功(gong)能、質量(liang)等(deng)區(qu)(qu)域特征,通過(guo)環(huan)(huan)境(jing)(jing)(jing)評價,在大(da)氣(qi)、水(shui)、土壤、生(sheng)(sheng)(sheng)態(tai)、聲、海洋等(deng)各(ge)生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)要(yao)素管(guan)理分區(qu)(qu)的(de)(de)基(ji)礎(chu)(chu)上(shang),落實“三(san)區(qu)(qu)三(san)線”劃定(ding)成(cheng)果,以生(sheng)(sheng)(sheng)態(tai)保護(hu)(hu)紅線為基(ji)礎(chu)(chu),把(ba)該保護(hu)(hu)的(de)(de)區(qu)(qu)域劃出(chu)來,確(que)(que)定(ding)生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)優先保護(hu)(hu)單元;以生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)質量(liang)改善壓力大(da)、資源(yuan)能源(yuan)消耗強度(du)高(gao)、污(wu)染物排放集中、生(sheng)(sheng)(sheng)態(tai)破壞(huai)嚴重、環(huan)(huan)境(jing)(jing)(jing)風險(xian)高(gao)的(de)(de)區(qu)(qu)域為主體,把(ba)發展同保護(hu)(hu)矛盾(dun)突出(chu)的(de)(de)區(qu)(qu)域識別出(chu)來,確(que)(que)定(ding)生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)重點管(guan)控單元;生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)優先保護(hu)(hu)單元和生(sheng)(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)重點管(guan)控單元以外的(de)(de)其他區(qu)(qu)域實施一般管(guan)控。

      (三)編制生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境準(zhun)入(ru)清(qing)單(dan)(dan)。落實市場準(zhun)入(ru)負面清(qing)單(dan)(dan),根據(ju)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境功(gong)能(neng)定(ding)位和(he)國土空間(jian)用(yong)途管制要(yao)(yao)(yao)求,聚焦解決突(tu)出生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境問題(ti),系(xi)(xi)統集成(cheng)現有生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境管理規定(ding),精(jing)準(zhun)編制差別化(hua)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境準(zhun)入(ru)清(qing)單(dan)(dan),提出管控污(wu)染(ran)(ran)物排(pai)放(fang)、防控環(huan)(huan)境風險、提高資源能(neng)源利用(yong)效率(lv)等要(yao)(yao)(yao)求。因地(di)制宜實施“一單(dan)(dan)元一策略”的(de)精(jing)細化(hua)管理,生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境優先保(bao)(bao)護單(dan)(dan)元要(yao)(yao)(yao)加強生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)統保(bao)(bao)護和(he)功(gong)能(neng)維護,生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境重(zhong)點管控單(dan)(dan)元要(yao)(yao)(yao)針對突(tu)出生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境問題(ti)強化(hua)污(wu)染(ran)(ran)物排(pai)放(fang)管控和(he)環(huan)(huan)境風險防控,其他區(qu)域要(yao)(yao)(yao)保(bao)(bao)持(chi)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境質量(liang)基本(ben)穩定(ding)。生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境質量(liang)改善壓力(li)大、問題(ti)和(he)風險突(tu)出的(de)地(di)方,要(yao)(yao)(yao)制定(ding)更為精(jing)準(zhun)的(de)管控要(yao)(yao)(yao)求。

     (四)加強生(sheng)態環(huan)境(jing)分(fen)區管控信(xin)(xin)息(xi)共享(xiang)。推進國家和省(sheng)級生(sheng)態環(huan)境(jing)分(fen)區管控系統(tong)與其(qi)他(ta)業務(wu)(wu)系統(tong)的信(xin)(xin)息(xi)共享(xiang)、業務(wu)(wu)協同,強化(hua)對數據管理(li)、調整(zheng)更新(xin)、實施應用、跟蹤評估、監督管理(li)的支(zhi)撐作用。推進新(xin)一代信(xin)(xin)息(xi)技術、人工(gong)智(zhi)能等(deng)與生(sheng)態環(huan)境(jing)分(fen)區管控融合創新(xin),完善在線政(zheng)務(wu)(wu)服(fu)(fu)務(wu)(wu)和智(zhi)慧決策功(gong)能,提(ti)升服(fu)(fu)務(wu)(wu)效能。

     (五)統(tong)籌開展定(ding)期調(diao)整與動態(tai)(tai)(tai)更(geng)新(xin)(xin)(xin)。生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環境分(fen)區管(guan)控方(fang)案原則(ze)(ze)上(shang)保(bao)(bao)持穩定(ding),每(mei)5年結合國(guo)民經濟和社會(hui)發(fa)展規(gui)劃(hua)、國(guo)土空(kong)間規(gui)劃(hua)評估情(qing)況定(ding)期調(diao)整。5年內確需更(geng)新(xin)(xin)(xin)的(de),按照“誰(shui)發(fa)布、誰(shui)更(geng)新(xin)(xin)(xin)”的(de)原則(ze)(ze),在充(chong)分(fen)銜接國(guo)民經濟和社會(hui)發(fa)展規(gui)劃(hua)、國(guo)土空(kong)間規(gui)劃(hua)的(de)基礎上(shang),開展動態(tai)(tai)(tai)更(geng)新(xin)(xin)(xin),同時報上(shang)一級(ji)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環境主管(guan)部門備案。因重大戰(zhan)略、生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環境保(bao)(bao)護目標(biao)等發(fa)生(sheng)(sheng)(sheng)(sheng)變(bian)化而更(geng)新(xin)(xin)(xin)的(de),應組織科(ke)學(xue)論(lun)證;生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)保(bao)(bao)護紅線、飲用水水源保(bao)(bao)護區、自(zi)然(ran)保(bao)(bao)護地等法定(ding)保(bao)(bao)護區域(yu)依(yi)法依(yi)規(gui)設立(li)、調(diao)整或(huo)撤并以及(ji)法律法規(gui)有(you)新(xin)(xin)(xin)規(gui)定(ding)的(de),相(xiang)應進行同步更(geng)新(xin)(xin)(xin)。

三、助(zhu)推經濟社會高質量發展

    (六)服務(wu)國(guo)家重大(da)(da)戰略。通(tong)過生態環(huan)境(jing)(jing)分區管(guan)控(kong),加(jia)強整(zheng)體性(xing)保(bao)護和(he)系統(tong)性(xing)治(zhi)理,支撐(cheng)優(you)化(hua)(hua)重大(da)(da)生產力布局(ju),服務(wu)國(guo)家重大(da)(da)基礎設施(shi)建設,保(bao)障國(guo)家重大(da)(da)戰略實(shi)(shi)施(shi)。落實(shi)(shi)長江(jiang)經濟帶發(fa)(fa)展戰略,推動長江(jiang)全流域(yu)按單元精細(xi)化(hua)(hua)分區管(guan)控(kong),加(jia)強沿江(jiang)重化(hua)(hua)工業(ye)水污染防治(zhi)和(he)環(huan)境(jing)(jing)風險防控(kong),防止重污染企(qi)業(ye)和(he)項目向(xiang)長江(jiang)中(zhong)(zhong)(zhong)上游轉移。落實(shi)(shi)黃(huang)河(he)流域(yu)生態保(bao)護和(he)高質量發(fa)(fa)展戰略,實(shi)(shi)施(shi)上中(zhong)(zhong)(zhong)下(xia)(xia)游地區差異化(hua)(hua)分區管(guan)控(kong),優(you)化(hua)(hua)黃(huang)河(he)中(zhong)(zhong)(zhong)上游能源化(hua)(hua)工和(he)新能源產業(ye)布局(ju),促(cu)進(jin)中(zhong)(zhong)(zhong)下(xia)(xia)游產業(ye)綠(lv)色低碳循環(huan)發(fa)(fa)展。強化(hua)(hua)生態環(huan)境(jing)(jing)分區管(guan)控(kong)在京津冀、長三(san)角、粵港澳(ao)大(da)(da)灣(wan)區產業(ye)、能源和(he)交(jiao)通(tong)運輸結構調整(zheng)中(zhong)(zhong)(zhong)的應用,建立陸(lu)岸(an)海(hai)聯動、區域(yu)一(yi)體化(hua)(hua)的生態環(huan)境(jing)(jing)管(guan)控(kong)機制,引導(dao)傳統(tong)制造業(ye)綠(lv)色低碳轉型升級及戰略性(xing)新興產業(ye)合(he)理布局(ju)。

    (七)促進(jin)綠色低碳發展。落(luo)實國家高(gao)耗能(neng)(neng)、高(gao)排放、低水(shui)平項目管理(li)有關制度(du)和(he)(he)政策要求,引導重(zhong)點(dian)行業(ye)向環境(jing)(jing)容量大(da)、市場(chang)需(xu)求旺盛、市場(chang)保障(zhang)條件好的地區(qu)科學布局、有序轉(zhuan)移。強(qiang)化(hua)生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)重(zhong)點(dian)管控單(dan)元管理(li),推進(jin)石化(hua)化(hua)工(gong)、鋼鐵(tie)、建材等傳統(tong)產(chan)業(ye)綠色低碳轉(zhuan)型(xing)(xing)升級和(he)(he)清潔生(sheng)(sheng)(sheng)產(chan)改造。完善產(chan)業(ye)園區(qu)環境(jing)(jing)基礎(chu)設(she)施建設(she),推動產(chan)業(ye)集聚發展和(he)(he)集中治污。銜接生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)準入清單(dan),引導人口密度(du)較(jiao)高(gao)的中心城區(qu)傳統(tong)產(chan)業(ye)功能(neng)(neng)空間有序騰退(tui)。優化(hua)生(sheng)(sheng)(sheng)態(tai)環境(jing)(jing)優先保護(hu)單(dan)元管理(li),鼓勵探索生(sheng)(sheng)(sheng)態(tai)產(chan)品價(jia)值實現模式和(he)(he)路徑,提升生(sheng)(sheng)(sheng)態(tai)碳匯能(neng)(neng)力。在保證生(sheng)(sheng)(sheng)態(tai)系統(tong)多樣性(xing)(xing)、穩(wen)定性(xing)(xing)、持續(xu)性(xing)(xing)的前提下,支(zhi)持國家重(zhong)大(da)戰略、重(zhong)大(da)基礎(chu)設(she)施、民生(sheng)(sheng)(sheng)保障(zhang)等項目建設(she)。實施好沙漠、戈壁(bi)、荒(huang)漠地區(qu)大(da)型(xing)(xing)風電和(he)(he)光伏(fu)基地建設(she)。

    (八)支(zhi)撐綜合決(jue)策。加強生態(tai)環境(jing)分區(qu)(qu)管(guan)控成(cheng)果(guo)應用,為地方(fang)黨(dang)委和(he)政(zheng)府提供決(jue)策支(zhi)撐。把生態(tai)環境(jing)分區(qu)(qu)管(guan)控實(shi)施成(cheng)效評(ping)估(gu)作為優化(hua)環境(jing)影(ying)響評(ping)價管(guan)理(li)的重要(yao)依據。加強生態(tai)環境(jing)分區(qu)(qu)管(guan)控對企業(ye)投資的引導,在生態(tai)環境(jing)分區(qu)(qu)管(guan)控信息平臺依法依規設置公共查閱權限,方(fang)便企業(ye)分析(xi)項(xiang)目(mu)與生態(tai)環境(jing)分區(qu)(qu)管(guan)控要(yao)求的符合性,激發經營主體發展活力。

四、實(shi)施生態環境高水平保護

    (九)維護生(sheng)(sheng)態(tai)安(an)全格局。嚴(yan)格落實(shi)生(sheng)(sheng)態(tai)保(bao)護紅線管控(kong)要(yao)求。以生(sheng)(sheng)態(tai)保(bao)護紅線為(wei)重點(dian),改(gai)善生(sheng)(sheng)態(tai)系統(tong)質量,提升生(sheng)(sheng)態(tai)系統(tong)穩定(ding)性(xing)和服(fu)務功能。強化(hua)生(sheng)(sheng)物多(duo)樣性(xing)保(bao)護,健全生(sheng)(sheng)物多(duo)樣性(xing)保(bao)護網絡。加強監測預警,主動適應氣候變化(hua)。對青藏高(gao)原(yuan)生(sheng)(sheng)態(tai)屏(ping)障(zhang)區(qu)(qu)(qu)、黃河重點(dian)生(sheng)(sheng)態(tai)區(qu)(qu)(qu)、長江(jiang)重點(dian)生(sheng)(sheng)態(tai)區(qu)(qu)(qu)和東北森林帶(dai)(dai)、北方(fang)防(fang)沙帶(dai)(dai)、南方(fang)丘陵山(shan)地帶(dai)(dai)、海岸帶(dai)(dai)等重點(dian)區(qu)(qu)(qu)域(yu),分單元識別突出環境問題,落實(shi)環境治理差異化(hua)管控(kong)要(yao)求。

    (十)推(tui)(tui)動(dong)環境(jing)質量改善。強(qiang)(qiang)(qiang)化生態環境(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)控(kong)實施,形成問(wen)題識別、精準溯源(yuan)、分(fen)(fen)(fen)(fen)區(qu)(qu)(qu)施策的工(gong)作(zuo)閉環,推(tui)(tui)動(dong)解(jie)決突出生態環境(jing)問(wen)題,防范結構性(xing)、布(bu)局性(xing)環境(jing)風險,為(wei)高質量發展(zhan)騰出容量、拓(tuo)展(zhan)空(kong)間。深(shen)化流域(yu)水(shui)(shui)環境(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)控(kong),統籌水(shui)(shui)資源(yuan)、水(shui)(shui)環境(jing)、水(shui)(shui)生態治理,強(qiang)(qiang)(qiang)化流域(yu)內水(shui)(shui)源(yuan)涵養區(qu)(qu)(qu)、河(he)湖水(shui)(shui)域(yu)及(ji)其緩沖帶等重要水(shui)(shui)生態空(kong)間管(guan)理,加(jia)強(qiang)(qiang)(qiang)農業面源(yuan)污染(ran)防治。加(jia)強(qiang)(qiang)(qiang)近岸海(hai)域(yu)生態環境(jing)分(fen)(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)控(kong),陸海(hai)統籌推(tui)(tui)進(jin)重點(dian)河(he)口海(hai)灣管(guan)理。綜合考慮大氣(qi)區(qu)(qu)(qu)域(yu)傳輸規律和(he)空(kong)間布(bu)局敏感(gan)性(xing)等,強(qiang)(qiang)(qiang)化分(fen)(fen)(fen)(fen)區(qu)(qu)(qu)分(fen)(fen)(fen)(fen)類差異化協同管(guan)控(kong)。按照土壤污染(ran)程度和(he)相關標準,實施農用地分(fen)(fen)(fen)(fen)類管(guan)理和(he)建(jian)設(she)(she)用地準入管(guan)理。加(jia)強(qiang)(qiang)(qiang)聲(sheng)環境(jing)管(guan)理,推(tui)(tui)動(dong)大型交通(tong)基礎設(she)(she)施、工(gong)業集中(zhong)(zhong)區(qu)(qu)(qu)等與噪聲(sheng)敏感(gan)建(jian)筑物集中(zhong)(zhong)區(qu)(qu)(qu)域(yu)用地布(bu)局協調。探索開(kai)展(zhan)地下水(shui)(shui)污染(ran)防治分(fen)(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)控(kong)模式,統籌地上地下,制定差別化的生態環境(jing)準入和(he)污染(ran)風險管(guan)控(kong)要求。

    (十(shi)一)強(qiang)化(hua)(hua)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保護政(zheng)策(ce)協(xie)同。發(fa)揮生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區(qu)(qu)管(guan)(guan)(guan)控在源頭預防體系中的(de)(de)(de)(de)(de)基礎性作用,實(shi)現(xian)全(quan)域覆(fu)蓋、跨部(bu)門(men)協(xie)同、多要(yao)素綜合(he)(he)的(de)(de)(de)(de)(de)精細化(hua)(hua)管(guan)(guan)(guan)理(li)(li)。加強(qiang)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區(qu)(qu)管(guan)(guan)(guan)控與國土空(kong)間(jian)規劃的(de)(de)(de)(de)(de)動態(tai)(tai)(tai)銜(xian)接,針對不(bu)同區(qu)(qu)域開(kai)發(fa)保護建(jian)設活動的(de)(de)(de)(de)(de)特點(dian),聚焦生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)質量改善,實(shi)施分單元差異(yi)化(hua)(hua)的(de)(de)(de)(de)(de)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)管(guan)(guan)(guan)理(li)(li),生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)主管(guan)(guan)(guan)部(bu)門(men)和自(zi)然資(zi)源主管(guan)(guan)(guan)部(bu)門(men)要(yao)選擇(ze)典型地區(qu)(qu)開(kai)展(zhan)(zhan)試(shi)(shi)(shi)點(dian)、積累(lei)經驗(yan)、完(wan)善機制(zhi),形成政(zheng)策(ce)合(he)(he)力。開(kai)展(zhan)(zhan)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區(qu)(qu)管(guan)(guan)(guan)控減污(wu)降碳(tan)協(xie)同試(shi)(shi)(shi)點(dian),研究落實(shi)以碳(tan)排放(fang)、污(wu)染物排放(fang)等為(wei)依據的(de)(de)(de)(de)(de)差別(bie)化(hua)(hua)調(diao)(diao)控政(zheng)策(ce)。強(qiang)化(hua)(hua)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)保護相關政(zheng)策(ce)與生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區(qu)(qu)管(guan)(guan)(guan)控制(zhi)度的(de)(de)(de)(de)(de)協(xie)同,將生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區(qu)(qu)管(guan)(guan)(guan)控要(yao)求納入生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)有關標準、政(zheng)策(ce)等制(zhi)定修訂(ding)中。鼓勵各地以產業園(yuan)區(qu)(qu)、自(zi)由貿易試(shi)(shi)(shi)驗(yan)區(qu)(qu)等為(wei)重點(dian),開(kai)展(zhan)(zhan)生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)分區(qu)(qu)管(guan)(guan)(guan)控與環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)影響評價、排污(wu)許可、環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)監測、執(zhi)法監管(guan)(guan)(guan)等協(xie)調(diao)(diao)聯動改革試(shi)(shi)(shi)點(dian),探索(suo)構建(jian)全(quan)鏈(lian)條生(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)(jing)管(guan)(guan)(guan)理(li)(li)體系。

五、加強監督考核

   (十(shi)二)強(qiang)化(hua)監(jian)(jian)督管(guan)理。有關部門要(yao)按照職責分工,依(yi)托相關監(jian)(jian)管(guan)平臺(tai),充(chong)分利用(yong)大(da)數(shu)據(ju)、衛星遙感(gan)、無人機(ji)等技術(shu)手段(duan)開展(zhan)動態(tai)(tai)監(jian)(jian)控(kong),對(dui)發現的突(tu)出(chu)(chu)問題(ti)(ti)和風(feng)險(xian)隱患開展(zhan)現場(chang)檢查(cha)并嚴格依(yi)法查(cha)處(chu)。對(dui)生(sheng)態(tai)(tai)功能明顯(xian)降低的生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)優(you)先保護單元、生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)問題(ti)(ti)突(tu)出(chu)(chu)的生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)重點(dian)管(guan)控(kong)單元以(yi)及環(huan)(huan)境(jing)(jing)(jing)質量明顯(xian)下降的其他區域,加強(qiang)監(jian)(jian)管(guan)執(zhi)法,依(yi)法依(yi)規(gui)推動限期整改。將生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分區管(guan)控(kong)制度落實中(zhong)存在的突(tu)出(chu)(chu)問題(ti)(ti)納入中(zhong)央(yang)和省級生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)保護督察。

   (十三(san))完善考(kao)核(he)評(ping)價(jia)。將生態環境分區管控實施情況納入污染防治(zhi)攻(gong)堅戰成(cheng)效(xiao)考(kao)核(he)等(deng),考(kao)核(he)結果(guo)作(zuo)為(wei)地(di)方領導班子和有關(guan)領導干部(bu)綜合(he)考(kao)核(he)評(ping)價(jia)、獎懲任免的(de)重(zhong)要(yao)參考(kao)。國務院生態環境主管部(bu)門(men)會同有關(guan)部(bu)門(men)對(dui)工(gong)作(zuo)落實情況進行跟(gen)蹤(zong)了解,工(gong)作(zuo)成(cheng)效(xiao)作(zuo)為(wei)“綠水青山就是金山銀山”實踐(jian)創(chuang)新基地(di)建設等(deng)的(de)重(zhong)要(yao)參考(kao)。

六、組織保障

   (十四)加(jia)強組織領(ling)導(dao)(dao)。堅持黨(dang)對生態環境(jing)分(fen)區管控(kong)工作(zuo)的(de)領(ling)導(dao)(dao)。地方各級(ji)黨(dang)委和政府要(yao)嚴(yan)格(ge)落實生態環境(jing)保護“黨(dang)政同責、一崗雙責”,完善工作(zuo)推(tui)(tui)進機制,定期研(yan)究(jiu)生態環境(jing)分(fen)區管控(kong)工作(zuo),常態化推(tui)(tui)進共(gong)享共(gong)用、調整更(geng)新、監督落實等事項,及時報告(gao)重要(yao)工作(zuo)進展,形成上下聯(lian)動、各司(si)其職(zhi)、齊抓(zhua)共(gong)管的(de)良好格(ge)局。各地區可結合實際制定配套文件。

   ( 十五)強(qiang)化(hua)部(bu)(bu)門(men)(men)(men)(men)聯(lian)動(dong)。國(guo)務院生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)(men)要(yao)會同(tong)有(you)關(guan)(guan)部(bu)(bu)門(men)(men)(men)(men)制定完善生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)相關(guan)(guan)政(zheng)策(ce)。發(fa)展改革部(bu)(bu)門(men)(men)(men)(men)要(yao)積(ji)極推動(dong)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)成果(guo)與(yu)(yu)國(guo)民(min)經(jing)濟和(he)社(she)會發(fa)展相關(guan)(guan)規(gui)劃(hua)、區(qu)域(yu)(yu)規(gui)劃(hua)編制實施(shi)充分(fen)(fen)(fen)(fen)銜接。自(zi)然(ran)(ran)資源主(zhu)(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)(men)要(yao)依(yi)托國(guo)土(tu)空(kong)間規(gui)劃(hua)“一張圖”系統,共享生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)保護紅線等(deng)(deng)數據(ju),加(jia)強(qiang)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)方案與(yu)(yu)國(guo)土(tu)空(kong)間規(gui)劃(hua)的(de)銜接,共同(tong)做好相關(guan)(guan)研究及試點先(xian)行等(deng)(deng)工(gong)作。水(shui)(shui)(shui)(shui)行政(zheng)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)(men)負(fu)責(ze)水(shui)(shui)(shui)(shui)資源管(guan)(guan)(guan)理(li)、水(shui)(shui)(shui)(shui)域(yu)(yu)岸線管(guan)(guan)(guan)理(li)等(deng)(deng)有(you)關(guan)(guan)工(gong)作,實施(shi)水(shui)(shui)(shui)(shui)資源差別化(hua)管(guan)(guan)(guan)理(li),合理(li)控(kong)(kong)制水(shui)(shui)(shui)(shui)資源開發(fa)利(li)用規(gui)模,與(yu)(yu)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)聯(lian)動(dong)。林業(ye)和(he)草原主(zhu)(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)(men)要(yao)加(jia)強(qiang)各類(lei)自(zi)然(ran)(ran)保護地管(guan)(guan)(guan)理(li)與(yu)(yu)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)的(de)協調(diao)(diao)聯(lian)動(dong)。工(gong)業(ye)和(he)信息化(hua)、住(zhu)房(fang)城(cheng)鄉(xiang)建設、交(jiao)通運輸、農業(ye)農村等(deng)(deng)有(you)關(guan)(guan)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)(men)要(yao)根據(ju)職(zhi)責(ze)分(fen)(fen)(fen)(fen)工(gong),加(jia)強(qiang)本領域(yu)(yu)相關(guan)(guan)工(gong)作與(yu)(yu)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)協調(diao)(diao)聯(lian)動(dong),制定行業(ye)發(fa)展和(he)開發(fa)利(li)用政(zheng)策(ce)、規(gui)劃(hua)時,應充分(fen)(fen)(fen)(fen)考(kao)慮生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)要(yao)求,減(jian)少對生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)系統功(gong)能(neng)和(he)環(huan)(huan)(huan)境(jing)質量的(de)負(fu)面影響。有(you)關(guan)(guan)部(bu)(bu)門(men)(men)(men)(men)應出(chu)臺有(you)利(li)于生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)實施(shi)應用的(de)政(zheng)策(ce),并(bing)推動(dong)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)(fen)區(qu)管(guan)(guan)(guan)控(kong)(kong)監督(du)執法協調(diao)(diao)聯(lian)動(dong)。

    (十六)完善法規(gui)標準。推動將生態(tai)環(huan)境(jing)分(fen)區管(guan)控(kong)要求納(na)入(ru)相(xiang)關(guan)法律法規(gui)制定修(xiu)訂。鼓勵有立法權的地方研(yan)究制定與(yu)生態(tai)環(huan)境(jing)分(fen)區管(guan)控(kong)相(xiang)關(guan)的地方性法規(gui)。國務院生態(tai)環(huan)境(jing)主管(guan)部(bu)門要會(hui)同自然資(zi)源主管(guan)部(bu)門等研(yan)究制定生態(tai)環(huan)境(jing)分(fen)區管(guan)控(kong)單元劃分(fen)要求及(ji)相(xiang)關(guan)標準規(gui)范。

   (十七)強化(hua)(hua)能力(li)建(jian)(jian)設(she)(she)。加強生(sheng)態環(huan)境(jing)分區管控(kong)領域相(xiang)關學科建(jian)(jian)設(she)(she)、科學研(yan)究和人才培養,加快建(jian)(jian)立專業化(hua)(hua)隊伍。完善生(sheng)態環(huan)境(jing)分區管控(kong)信息平(ping)臺建(jian)(jian)設(she)(she)。各級(ji)財(cai)政(zheng)部門要綜合考慮工(gong)作目(mu)標和任務,按照(zhao)財(cai)政(zheng)事權和支(zhi)出責(ze)任劃分原則落實資金保障。

   (十八(ba))積極宣(xuan)傳(chuan)引導。將生態環境分區管(guan)控納入黨(dang)政領導干部教(jiao)育培訓內容。加強宣(xuan)傳(chuan)解(jie)讀,及時總結推廣正面典型(xing),曝(pu)光反面案例,營造全社會(hui)廣泛關注、共同(tong)參與的(de)良好氛(fen)圍。
