                                                                            河南省強化危險廢物環境治理

                                                                            嚴密防控環境風險實施方案

  為貫徹落實《中(zhong)華人(ren)民共和國(guo)固體廢物(wu)污染(ran)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)防(fang)治法》《國(guo)務院辦(ban)公(gong)廳關(guan)于印發(fa)強化(hua)危險(xian)(xian)廢物(wu)監(jian)管和利用處置能力改革(ge)實施(shi)方案的通(tong)知(zhi)》(國(guo)辦(ban)函〔2021〕47號(hao))和生態環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)部印發(fa)《關(guan)于進(jin)一步(bu)加強危險(xian)(xian)廢物(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)治理嚴(yan)(yan)密防(fang)控環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)的指導意見(jian)》(環(huan)(huan)(huan)(huan)固體〔2025〕10號(hao)),強化(hua)危險(xian)(xian)廢物(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)治理,嚴(yan)(yan)密防(fang)控危險(xian)(xian)廢物(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian),結合我省實際,制定本方案。

一、指導思想

  以(yi)習(xi)近平新時(shi)代(dai)中(zhong)國(guo)(guo)特色社會主義思(si)想(xiang)特別是習(xi)近平生(sheng)態文明思(si)想(xiang)為(wei)指導,深入貫徹落實全(quan)國(guo)(guo)、全(quan)省生(sheng)態環(huan)境(jing)(jing)(jing)(jing)保護大會精神,聚焦(jiao)全(quan)過(guo)(guo)程(cheng)(cheng)信息化(hua)(hua)(hua)環(huan)境(jing)(jing)(jing)(jing)監管和嚴(yan)格管控(kong)填埋處置(zhi)目標任務,堅持完善“源頭嚴(yan)防、過(guo)(guo)程(cheng)(cheng)嚴(yan)控(kong)、末端(duan)嚴(yan)管、違法嚴(yan)懲”全(quan)過(guo)(guo)程(cheng)(cheng)監管體系,深化(hua)(hua)(hua)危(wei)險(xian)廢物環(huan)境(jing)(jing)(jing)(jing)監管方式(shi)(shi)改革,優化(hua)(hua)(hua)利(li)用處置(zhi)方式(shi)(shi),強(qiang)化(hua)(hua)(hua)危(wei)險(xian)廢物信息化(hua)(hua)(hua)環(huan)境(jing)(jing)(jing)(jing)管理,確保危(wei)險(xian)廢物“產量清、去(qu)向(xiang)明、全(quan)利(li)用處置(zhi)”,切實防范危(wei)險(xian)廢物環(huan)境(jing)(jing)(jing)(jing)風險(xian),維護生(sheng)態環(huan)境(jing)(jing)(jing)(jing)安全(quan),為(wei)譜寫中(zhong)原大地(di)推(tui)進中(zhong)國(guo)(guo)式(shi)(shi)現代(dai)化(hua)(hua)(hua)新篇章(zhang)作(zuo)出貢獻。

二、主要目標

  到2026年底(di)前(qian),全(quan)省危(wei)險(xian)廢(fei)物監管體制(zhi)機制(zhi)進(jin)一步(bu)完善,信息化監管能力進(jin)一步(bu)加強,危(wei)險(xian)廢(fei)物填(tian)埋處置(zhi)量占比穩中有降,危(wei)險(xian)廢(fei)物非法(fa)轉(zhuan)移、傾倒、處置(zhi)案件高(gao)發態勢得到有效遏(e)制(zhi)。

  到(dao)2027年底前,全省危險(xian)廢物(wu)(wu)(wu)信(xin)息(xi)化監管能(neng)力顯(xian)著(zhu)提(ti)高,危險(xian)廢物(wu)(wu)(wu)處(chu)(chu)置(zhi)(zhi)設施布(bu)局得(de)到(dao)優化,形成全面覆(fu)蓋、能(neng)力充足、適度競爭的危險(xian)廢物(wu)(wu)(wu)收集和利用(yong)(yong)處(chu)(chu)置(zhi)(zhi)體(ti)系,危險(xian)廢物(wu)(wu)(wu)填埋處(chu)(chu)置(zhi)(zhi)量占比控制在13%以內,危險(xian)廢物(wu)(wu)(wu)利用(yong)(yong)處(chu)(chu)置(zhi)(zhi)保障能(neng)力和環境風險(xian)防(fang)控水平有效提(ti)升(sheng)。

  到2030年底前(qian),全(quan)省危險廢(fei)物(wu)填埋(mai)處(chu)置量占比控制在10%以內,生(sheng)活垃圾焚燒飛(fei)灰資(zi)源(yuan)化利用(yong)能(neng)力(li)大(da)幅(fu)提(ti)升(sheng)。危險廢(fei)物(wu)全(quan)過程信息化監(jian)管體系健全(quan)完善,危險廢(fei)物(wu)利用(yong)處(chu)置能(neng)力(li)充分保障,技術和(he)運營(ying)水平全(quan)面提(ti)升(sheng),危險廢(fei)物(wu)環境風險得到有效防控。

三、重點任務

  (一)加強危(wei)險廢物源(yuan)頭管控

1.新(xin)、改、擴建(jian)項目(mu)要嚴格對照《國(guo)家危(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)名(ming)(ming)錄》,在環(huan)評中(zhong)全面(mian)評價產(chan)(chan)(chan)生(sheng)、利用(yong)處置(zhi)危(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)的種類、代(dai)碼(ma)、數量、來源、屬(shu)性,以(yi)及產(chan)(chan)(chan)生(sheng)、包(bao)裝、轉移、貯存等環(huan)節的污染(ran)控制措(cuo)施;利用(yong)處置(zhi)危(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)的,要明確產(chan)(chan)(chan)品(pin)、目(mu)標(biao)產(chan)(chan)(chan)物(wu)(wu)、副產(chan)(chan)(chan)物(wu)(wu)及各自執行(xing)的標(biao)準(zhun),產(chan)(chan)(chan)品(pin)應符合(he)國(guo)家、地方或行(xing)業通(tong)(tong)行(xing)標(biao)準(zhun);對擬不按固(gu)(gu)體(ti)廢(fei)(fei)(fei)物(wu)(wu)管(guan)理的副產(chan)(chan)(chan)物(wu)(wu),應符合(he)《固(gu)(gu)體(ti)廢(fei)(fei)(fei)物(wu)(wu)鑒別標(biao)準(zhun)通(tong)(tong)則》明確的有關(guan)要求;嚴禁以(yi)再生(sheng)產(chan)(chan)(chan)品(pin)、再生(sheng)產(chan)(chan)(chan)物(wu)(wu)、副產(chan)(chan)(chan)品(pin)等類似名(ming)(ming)義逃(tao)避(bi)監(jian)管(guan)。危(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)利用(yong)處置(zhi)單位應具(ju)備(bei)規(gui)范(fan)運營必需(xu)的檢測(ce)(ce)能力(li),環(huan)評報告(gao)應明確檢測(ce)(ce)對象、檢測(ce)(ce)因子及所需(xu)的實驗室儀(yi)器設(she)備(bei)。

2.嚴格落(luo)實危(wei)險(xian)廢物(wu)污(wu)染環(huan)境防治設施“三同時(shi)”管理,全(quan)面落(luo)實排(pai)污(wu)許(xu)可(ke)(ke)“一(yi)證(zheng)式”管理。危(wei)險(xian)廢物(wu)產生單位要(yao)在排(pai)污(wu)許(xu)可(ke)(ke)管理系統中全(quan)面、準確申(shen)報(bao)危(wei)險(xian)廢物(wu)產生種類、代(dai)碼(ma)、產生環(huan)節,以及(ji)貯存設施和(he)利用處置(zhi)等相關情(qing)(qing)況(kuang),嚴格落(luo)實執行(xing)報(bao)告(gao)制度(du),并對其真實性負責。危(wei)險(xian)廢物(wu)產生、貯存和(he)利用處置(zhi)情(qing)(qing)況(kuang)對照(zhao)項目(mu)環(huan)評發生變動的,要(yao)根據變動情(qing)(qing)況(kuang)依法重新(xin)報(bao)批環(huan)評或開(kai)展變動情(qing)(qing)況(kuang)分析等,及(ji)時(shi)納入排(pai)污(wu)許(xu)可(ke)(ke)管理。積極探索(suo)排(pai)污(wu)許(xu)可(ke)(ke)與危(wei)險(xian)廢物(wu)經營許(xu)可(ke)(ke)兩證(zheng)合一(yi)工作,源頭把控危(wei)險(xian)廢物(wu)風險(xian),服務企(qi)業發展。

3.推(tui)進危(wei)(wei)險(xian)廢(fei)物(wu)產(chan)生單位(wei)“五(wu)即(ji)(ji)(ji)”規范化建設(she)(she)(she),即(ji)(ji)(ji)產(chan)生、即(ji)(ji)(ji)包裝、即(ji)(ji)(ji)稱(cheng)(cheng)重(zhong)(zhong)、即(ji)(ji)(ji)打碼(ma)、即(ji)(ji)(ji)入庫,選擇(ze)合適(shi)區域建設(she)(she)(she)稱(cheng)(cheng)重(zhong)(zhong)、打碼(ma)、記錄設(she)(she)(she)施,確保危(wei)(wei)險(xian)廢(fei)物(wu)即(ji)(ji)(ji)時打碼(ma)入庫與(yu)二(er)維(wei)碼(ma)追蹤(zong),賦予每個危(wei)(wei)險(xian)廢(fei)物(wu)包裝“數字身份證”,推(tui)動解(jie)決以(yi)往危(wei)(wei)險(xian)廢(fei)物(wu)產(chan)生端丟失(shi)、臺賬管(guan)理(li)造假、危(wei)(wei)廢(fei)底數不清等(deng)問題。2026年(nian)底前(qian),危(wei)(wei)險(xian)廢(fei)物(wu)重(zhong)(zhong)點監管(guan)單位(wei)基(ji)本實現(xian)“五(wu)即(ji)(ji)(ji)”規范化建設(she)(she)(she),強化危(wei)(wei)險(xian)廢(fei)物(wu)從產(chan)生到(dao)處置的二(er)維(wei)碼(ma)全過程(cheng)跟蹤(zong)信息化管(guan)理(li)。支持鄭州(zhou)市(shi)、許昌市(shi)、安陽市(shi)開展“五(wu)即(ji)(ji)(ji)”規范化建設(she)(she)(she)試(shi)點,2025年(nian)7月20日前(qian)上報試(shi)點工(gong)作方案。

  (二)嚴格(ge)危險廢物過程監管

4.促進收(shou)(shou)集(ji)(ji)便利(li)化(hua),持有危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)收(shou)(shou)集(ji)(ji)利(li)用處(chu)置許可(ke)證(zheng)的單(dan)位應提(ti)供規范有序的危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)收(shou)(shou)集(ji)(ji)轉(zhuan)運(yun)服(fu)務(wu)。深化(hua)小(xiao)(xiao)(xiao)微企業(ye)危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)收(shou)(shou)集(ji)(ji)試(shi)點,推行“網格(ge)化(hua)”收(shou)(shou)集(ji)(ji)模式,明確試(shi)點單(dan)位收(shou)(shou)集(ji)(ji)的廢(fei)(fei)(fei)(fei)物(wu)(wu)種類(lei)、服(fu)務(wu)對象(xiang)和服(fu)務(wu)地域范圍,推動小(xiao)(xiao)(xiao)微企業(ye)危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)應收(shou)(shou)盡收(shou)(shou)。小(xiao)(xiao)(xiao)微企業(ye)危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)收(shou)(shou)集(ji)(ji)試(shi)點、二三類(lei)廢(fei)(fei)(fei)(fei)鉛蓄電(dian)池收(shou)(shou)集(ji)(ji)試(shi)點單(dan)位積極為小(xiao)(xiao)(xiao)微企業(ye)提(ti)供填(tian)寫危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)管(guan)理(li)(li)計(ji)劃、電(dian)子(zi)轉(zhuan)移聯(lian)單(dan)、統計(ji)年報等(deng)在(zai)線申報“反向”服(fu)務(wu)。強(qiang)化(hua)廢(fei)(fei)(fei)(fei)鉛蓄電(dian)池收(shou)(shou)集(ji)(ji)試(shi)點監管(guan),嚴(yan)(yan)格(ge)落實三個類(lei)別收(shou)(shou)集(ji)(ji)單(dan)位的差(cha)異(yi)化(hua)管(guan)理(li)(li)要(yao)求,對一類(lei)收(shou)(shou)集(ji)(ji)試(shi)點全面進行登記管(guan)理(li)(li),嚴(yan)(yan)防廢(fei)(fei)(fei)(fei)鉛蓄電(dian)池流失(shi)。

5.危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)轉(zhuan)移(yi)(yi)遵循(xun)就近原則,不鼓勵(li)大(da)規(gui)模、長距(ju)(ju)離轉(zhuan)運(yun)處(chu)置危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu),逐步(bu)減少從遠距(ju)(ju)離省(sheng)(sheng)份轉(zhuan)入危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)。進一步(bu)完善危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)跨(kua)省(sheng)(sheng)轉(zhuan)移(yi)(yi)“白名(ming)單(dan)”和“負面清單(dan)”制度(du),簡化危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)跨(kua)省(sheng)(sheng)轉(zhuan)移(yi)(yi)審批程(cheng)序,適(shi)時(shi)研究擴大(da)納入跨(kua)省(sheng)(sheng)轉(zhuan)移(yi)(yi)“白名(ming)單(dan)”的危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)種類,提高(gao)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)轉(zhuan)移(yi)(yi)效率(lv)。會(hui)同交(jiao)通運(yun)輸部門(men)推動(dong)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)運(yun)輸車輛(liang)定(ding)位功能共享,結合“全國危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)全過程(cheng)環境(jing)管理信(xin)息(xi)系(xi)統”,實時(shi)監控危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)轉(zhuan)移(yi)(yi)車輛(liang)。嚴禁(jin)采用(yong)焚燒、改性、填埋(mai)或(huo)其他低效率(lv)利(li)用(yong)方式(危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)可利(li)用(yong)成分(fen)用(yong)于產品生產的比(bi)率(lv)低于50%)利(li)用(yong)處(chu)置的危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)(wu)(wu)轉(zhuan)入我(wo)省(sheng)(sheng)。

6.危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)利用(yong)處(chu)(chu)(chu)置(zhi)單位應(ying)(ying)結合危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)貯(zhu)(zhu)(zhu)存(cun)周期(qi)、檢維修(xiu)時(shi)限等,原則上配(pei)套(tao)建(jian)設至少滿足(zu)15天經營規模(mo)的(de)貯(zhu)(zhu)(zhu)存(cun)設施(醫療廢(fei)(fei)(fei)(fei)(fei)物(wu)集(ji)中處(chu)(chu)(chu)置(zhi)單位除外,省廳印發許可證辦(ban)理工(gong)作要點(dian)、審(shen)查和(he)許可指南的(de)從其規定)。對(dui)已建(jian)項目,各省轄市(shi)生態環(huan)境(jing)部門(men)應(ying)(ying)督促企業結合危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)產生量(liang)、貯(zhu)(zhu)(zhu)存(cun)周期(qi)、處(chu)(chu)(chu)理處(chu)(chu)(chu)置(zhi)等情況,嚴格執行《危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)貯(zhu)(zhu)(zhu)存(cun)污(wu)染(ran)控制標準》(GB18597)要求(qiu),以小(xiao)微(wei)收集(ji)試點(dian)、水泥(ni)窯協同處(chu)(chu)(chu)置(zhi)單位為重(zhong)點(dian),全面排查涉危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)企業貯(zhu)(zhu)(zhu)存(cun)設施運行管理情況,不能滿足(zu)貯(zhu)(zhu)(zhu)存(cun)要求(qiu)的(de)應(ying)(ying)加(jia)快整改到(dao)位,嚴防危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)貯(zhu)(zhu)(zhu)存(cun)環(huan)境(jing)風險(xian)(xian)(xian)隱患。嚴禁長期(qi)、大量(liang)貯(zhu)(zhu)(zhu)存(cun)危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu),涉危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)單位危(wei)(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)貯(zhu)(zhu)(zhu)存(cun)時(shi)長原則上不得(de)超過1年,超過貯(zhu)(zhu)(zhu)存(cun)時(shi)長的(de)應(ying)(ying)依(yi)法依(yi)規辦(ban)理批準手(shou)續,貯(zhu)(zhu)(zhu)存(cun)量(liang)較(jiao)大時(shi)應(ying)(ying)及時(shi)轉移利用(yong)處(chu)(chu)(chu)置(zhi)。

  (三)優化危險(xian)廢物(wu)末(mo)端治理

7.將危(wei)險廢物填(tian)埋處(chu)(chu)置量(liang)占(zhan)比(bi)(每年(nian)危(wei)險廢物填(tian)埋處(chu)(chu)置量(liang)占(zhan)產生(sheng)總(zong)量(liang)和(he)(he)貯存(cun)消減量(liang)之(zhi)和(he)(he)的(de)比(bi)值(zhi)(zhi))指標納入攻(gong)堅(jian)考核,各省轄市生(sheng)態環境部門根(gen)據產業結構(gou)和(he)(he)產廢結構(gou)、現有利(li)(li)用處(chu)(chu)置能(neng)力、填(tian)埋處(chu)(chu)置量(liang)占(zhan)比(bi)現狀等多(duo)重因素(su),科學管控危(wei)險廢物填(tian)埋處(chu)(chu)置,大力推動危(wei)險廢物填(tian)埋處(chu)(chu)置量(liang)占(zhan)比(bi)穩(wen)中有降(附件1)。嚴(yan)禁可利(li)(li)用或(huo)可焚(fen)(fen)(fen)燒減量(liang)的(de)危(wei)險廢物直接填(tian)埋,逐步推進生(sheng)活(huo)垃(la)圾(ji)焚(fen)(fen)(fen)燒飛灰零填(tian)埋,嚴(yan)格控制批復建(jian)設(she)(she)新的(de)危(wei)險廢物填(tian)埋類項(xiang)目。優化(hua)(hua)廢水廢氣等源(yuan)頭治理、系統治理,減少難處(chu)(chu)理、屬于危(wei)險廢物的(de)廢鹽(yan)產生(sheng)。鼓勵生(sheng)活(huo)垃(la)圾(ji)焚(fen)(fen)(fen)燒飛灰、金精礦氰化(hua)(hua)尾渣、廢鹽(yan)等低價值(zhi)(zhi)危(wei)險廢物綜合利(li)(li)用,防止長期大量(liang)堆存(cun)。支持地(di)方政府主導(dao)建(jian)設(she)(she)生(sheng)活(huo)垃(la)圾(ji)焚(fen)(fen)(fen)燒飛灰資源(yuan)化(hua)(hua)利(li)(li)用項(xiang)目,或(huo)者采取跨區域協同(tong)利(li)(li)用模(mo)式,或(huo)者探索垃(la)圾(ji)焚(fen)(fen)(fen)燒發電廠廠內利(li)(li)用模(mo)式,確保(bao)能(neng)夠滿足本地(di)生(sheng)活(huo)垃(la)圾(ji)焚(fen)(fen)(fen)燒飛灰資源(yuan)化(hua)(hua)利(li)(li)用需要。

8.開展危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)填埋(mai)處(chu)(chu)(chu)(chu)(chu)置設施(shi)環(huan)境風險(xian)(xian)(xian)調查評估(gu),強化(hua)環(huan)境風險(xian)(xian)(xian)排查治(zhi)理。嚴(yan)格落實危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)集(ji)(ji)中處(chu)(chu)(chu)(chu)(chu)置設施(shi)、場所退役費(fei)用預提(ti)(ti)制度,企業(ye)財務應加(jia)強對該類別賬目(mu)的落實和(he)審(shen)計。完善處(chu)(chu)(chu)(chu)(chu)置結構,新建危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)集(ji)(ji)中焚(fen)燒處(chu)(chu)(chu)(chu)(chu)置設施(shi)處(chu)(chu)(chu)(chu)(chu)置能力(li)(li)原則(ze)上(shang)應大于(yu)3萬噸/年。引導(dao)水泥(ni)窯協(xie)(xie)同處(chu)(chu)(chu)(chu)(chu)置危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)設施(shi)更好發揮作(zuo)(zuo)為危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用處(chu)(chu)(chu)(chu)(chu)置能力(li)(li)有(you)益補充的作(zuo)(zuo)用,重點處(chu)(chu)(chu)(chu)(chu)理貯(zhu)存和(he)填埋(mai)量大、類別單一(yi)(yi)的危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)。推(tui)動現有(you)經營單位延伸(shen)產(chan)業(ye)鏈,鼓勵增(zeng)加(jia)進(jin)一(yi)(yi)步提(ti)(ti)升產(chan)品質(zhi)量、提(ti)(ti)取(qu)更多(duo)有(you)價物(wu)(wu)(wu)(wu)質(zhi)等(deng)的設施(shi)設備和(he)工藝技術,爭取(qu)實現危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)“一(yi)(yi)次全利(li)用”。引導(dao)企業(ye)謹慎投(tou)資我省危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用處(chu)(chu)(chu)(chu)(chu)置能力(li)(li)嚴(yan)重過剩的項(xiang)目(mu)(危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)焚(fen)燒、填埋(mai)、物(wu)(wu)(wu)(wu)化(hua)類集(ji)(ji)中處(chu)(chu)(chu)(chu)(chu)置危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)項(xiang)目(mu),水泥(ni)窯協(xie)(xie)同處(chu)(chu)(chu)(chu)(chu)置危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)項(xiang)目(mu),工業(ye)窯爐協(xie)(xie)同處(chu)(chu)(chu)(chu)(chu)置危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)項(xiang)目(mu),廢(fei)(fei)鉛蓄電池、精(蒸)餾(liu)殘渣、廢(fei)(fei)礦物(wu)(wu)(wu)(wu)油(you)、鋁灰(渣)、廢(fei)(fei)催化(hua)劑(ji)、廢(fei)(fei)電路板、廢(fei)(fei)包裝容器等(deng)綜合利(li)用類項(xiang)目(mu))。

9.推(tui)進(jin)不能(neng)穩(wen)定(ding)運(yun)行(xing)、達(da)標排放(fang)危(wei)(wei)險(xian)(xian)廢(fei)物利(li)用(yong)(yong)處(chu)置(zhi)(zhi)設(she)(she)施(shi)(含自(zi)行(xing)利(li)用(yong)(yong)處(chu)置(zhi)(zhi)設(she)(she)施(shi))提(ti)標改造,依法淘汰經(jing)改造仍不能(neng)穩(wen)定(ding)運(yun)行(xing)、達(da)標排放(fang)的(de)(de)危(wei)(wei)險(xian)(xian)廢(fei)物利(li)用(yong)(yong)處(chu)置(zhi)(zhi)設(she)(she)施(shi)。推(tui)進(jin)危(wei)(wei)險(xian)(xian)廢(fei)物焚燒爐(lu)技術(shu)性能(neng)測試(shi),將單(dan)臺(tai)焚燒爐(lu)處(chu)置(zhi)(zhi)能(neng)力小于1萬(wan)噸/年(nian)的(de)(de)設(she)(she)施(shi)納(na)入(ru)執法監(jian)(jian)測重點(dian)。鼓(gu)勵(li)危(wei)(wei)險(xian)(xian)廢(fei)物利(li)用(yong)(yong)處(chu)置(zhi)(zhi)單(dan)位積(ji)極開展清潔生產審核,持(chi)續提(ti)升利(li)用(yong)(yong)處(chu)置(zhi)(zhi)工藝技術(shu)水平,減少(shao)環境污染(ran)(ran)。2025年(nian)底前,按照國家和省級要求需要安(an)裝污染(ran)(ran)源自(zi)動監(jian)(jian)控的(de)(de)危(wei)(wei)險(xian)(xian)廢(fei)物利(li)用(yong)(yong)處(chu)置(zhi)(zhi)單(dan)位全(quan)部(bu)完成“裝樹聯”,主動落實危(wei)(wei)險(xian)(xian)廢(fei)物污染(ran)(ran)防治主體責任。

10.鼓勵采取多元投(tou)資(zi)(zi)和市(shi)場化(hua)方式(shi)建設規模化(hua)危險(xian)廢(fei)(fei)物(wu)(wu)利(li)用(yong)(yong)處置(zhi)(zhi)(zhi)設施;鼓勵企業(ye)(ye)通過兼并重(zhong)組(zu)等方式(shi)做大做強(qiang),開展專業(ye)(ye)化(hua)建設運營服務,努力打造一(yi)(yi)批國內(nei)一(yi)(yi)流的(de)危險(xian)廢(fei)(fei)物(wu)(wu)利(li)用(yong)(yong)處置(zhi)(zhi)(zhi)企業(ye)(ye)。重(zhong)點提升(sheng)生活垃圾焚(fen)燒飛灰、廢(fei)(fei)酸(suan)、廢(fei)(fei)鹽(yan)、含重(zhong)金屬廢(fei)(fei)渣等危險(xian)廢(fei)(fei)物(wu)(wu)利(li)用(yong)(yong)能(neng)力,優先鼓勵循(xun)環利(li)用(yong)(yong)建設項目(mu)。強(qiang)化(hua)政(zheng)策(ce)引導(dao),定期公布危險(xian)廢(fei)(fei)物(wu)(wu)產(chan)生種(zhong)類(lei)、數量及利(li)用(yong)(yong)處置(zhi)(zhi)(zhi)能(neng)力等相關信息,發布危險(xian)廢(fei)(fei)物(wu)(wu)利(li)用(yong)(yong)處置(zhi)(zhi)(zhi)設施建設引導(dao)性公告,科學引導(dao)投(tou)資(zi)(zi)者理(li)性投(tou)資(zi)(zi)。省(sheng)廳、市(shi)級生態環境局(ju)及其(qi)分局(ju)應根據實(shi)際(ji)需(xu)求統籌推進本地危險(xian)廢(fei)(fei)物(wu)(wu)利(li)用(yong)(yong)處置(zhi)(zhi)(zhi)能(neng)力建設,新、改、擴建危險(xian)廢(fei)(fei)物(wu)(wu)利(li)用(yong)(yong)處置(zhi)(zhi)(zhi)項目(mu)應與(yu)已建項目(mu)相耦合、與(yu)區(qu)域產(chan)廢(fei)(fei)量相匹配,避(bi)免產(chan)能(neng)閑(xian)置(zhi)(zhi)(zhi)、防(fang)范投(tou)資(zi)(zi)風(feng)險(xian)。

11.完(wan)善“平急兩用(yong)”處(chu)(chu)(chu)置(zhi)能力作備用(yong)的醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)收(shou)(shou)集(ji)處(chu)(chu)(chu)置(zhi)體(ti)系(xi)。支持新(xin)建(jian)或(huo)經改(gai)造符合(he)標準要(yao)求的危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)焚(fen)燒(shao)、生活垃圾焚(fen)燒(shao)等設(she)施(shi)應急協同(tong)處(chu)(chu)(chu)置(zhi)醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)。優化(hua)偏(pian)遠地(di)區收(shou)(shou)集(ji)處(chu)(chu)(chu)置(zhi)方式,偏(pian)遠地(di)區應建(jian)立符合(he)基層(ceng)實(shi)際的醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)收(shou)(shou)集(ji)轉運長效機(ji)(ji)制(zhi),可依托較大的醫(yi)(yi)(yi)療(liao)(liao)(liao)衛生機(ji)(ji)構(gou)(gou)設(she)立醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)集(ji)中收(shou)(shou)集(ji)轉運點,推廣(guang)“小箱(xiang)進(jin)大箱(xiang)”收(shou)(shou)集(ji)模式。不具(ju)備集(ji)中收(shou)(shou)集(ji)處(chu)(chu)(chu)置(zhi)條(tiao)件的偏(pian)遠地(di)區,醫(yi)(yi)(yi)療(liao)(liao)(liao)衛生機(ji)(ji)構(gou)(gou)可配套(tao)自建(jian)符合(he)要(yao)求的醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)處(chu)(chu)(chu)置(zhi)設(she)施(shi)。鼓勵采(cai)用(yong)移(yi)(yi)動式處(chu)(chu)(chu)理(li)處(chu)(chu)(chu)置(zhi)設(she)施(shi)或(huo)設(she)備,為偏(pian)遠地(di)區提供醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)就地(di)處(chu)(chu)(chu)置(zhi)服務(wu)。督(du)促(cu)醫(yi)(yi)(yi)療(liao)(liao)(liao)衛生機(ji)(ji)構(gou)(gou)和醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)集(ji)中處(chu)(chu)(chu)置(zhi)單(dan)位嚴格執行危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)轉移(yi)(yi)聯單(dan)等管理(li)制(zhi)度(du),納入“全國危(wei)險(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)全過程環境管理(li)信(xin)息系(xi)統”。繼(ji)續推行醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)集(ji)中無害化(hua)處(chu)(chu)(chu)置(zhi),不鼓勵處(chu)(chu)(chu)置(zhi)能力過剩的地(di)市新(xin)建(jian)醫(yi)(yi)(yi)療(liao)(liao)(liao)廢(fei)(fei)(fei)(fei)物(wu)(wu)集(ji)中處(chu)(chu)(chu)置(zhi)單(dan)位。

  (四)創(chuang)新危險廢物監(jian)管手段

12.依托“全(quan)(quan)國危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)全(quan)(quan)過(guo)(guo)程(cheng)(cheng)環(huan)境(jing)管(guan)(guan)(guan)理(li)信息系統”,完(wan)善危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)信息化(hua)(hua)監(jian)管(guan)(guan)(guan)體(ti)(ti)系,實現(xian)(xian)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)產(chan)生(sheng)情(qing)況在(zai)線申報(bao)、管(guan)(guan)(guan)理(li)計劃在(zai)線備(bei)案、轉(zhuan)移聯單(dan)在(zai)線運行、利用(yong)(yong)處(chu)(chu)置情(qing)況在(zai)線報(bao)告和(he)(he)全(quan)(quan)過(guo)(guo)程(cheng)(cheng)實時(shi)動態信息化(hua)(hua)追(zhui)溯。2026年底前(qian)(qian),全(quan)(quan)省(sheng)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)環(huan)境(jing)重點監(jian)管(guan)(guan)(guan)單(dan)位(wei)(wei)實現(xian)(xian)全(quan)(quan)過(guo)(guo)程(cheng)(cheng)信息化(hua)(hua)環(huan)境(jing)監(jian)管(guan)(guan)(guan)全(quan)(quan)覆蓋(gai)。2027年底前(qian)(qian),全(quan)(quan)省(sheng)簡(jian)化(hua)(hua)管(guan)(guan)(guan)理(li)、登記管(guan)(guan)(guan)理(li)單(dan)位(wei)(wei)基(ji)本(ben)實現(xian)(xian)全(quan)(quan)過(guo)(guo)程(cheng)(cheng)信息化(hua)(hua)監(jian)管(guan)(guan)(guan)全(quan)(quan)覆蓋(gai)。加強物(wu)(wu)聯網、大數據、云計算(suan)、視頻監(jian)控等技(ji)術應用(yong)(yong),針對重點區(qu)域(物(wu)(wu)流(liu)(liu)出(chu)入(ru)口、貯(zhu)存(cun)場所、利用(yong)(yong)處(chu)(chu)置設施、轉(zhuan)移路線、危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)稱重區(qu)),分領域分階段建(jian)立可(ke)視化(hua)(hua)、智能化(hua)(hua)監(jian)控體(ti)(ti)系,結合用(yong)(yong)水用(yong)(yong)電數據分析(xi),實現(xian)(xian)對危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)產(chan)生(sheng)、貯(zhu)存(cun)、轉(zhuan)移、利用(yong)(yong)、處(chu)(chu)置全(quan)(quan)過(guo)(guo)程(cheng)(cheng)跟蹤管(guan)(guan)(guan)理(li)。鼓勵(li)有條(tiao)件的地(di)方(fang)開(kai)展危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)收集、運輸、利用(yong)(yong)、處(chu)(chu)置網上(shang)交易和(he)(he)第三(san)方(fang)支付試點,探(tan)索(suo)廢(fei)(fei)(fei)物(wu)(wu)流(liu)(liu)、資(zi)金(jin)流(liu)(liu)、信息流(liu)(liu)“三(san)流(liu)(liu)合一”,加強對危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)流(liu)(liu)向的跟蹤管(guan)(guan)(guan)控。推(tui)廣(guang)智慧填埋技(ji)術,實現(xian)(xian)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)填埋全(quan)(quan)過(guo)(guo)程(cheng)(cheng)追(zhui)溯定位(wei)(wei)和(he)(he)滲漏(lou)風險(xian)(xian)實時(shi)監(jian)測預警。2025年底前(qian)(qian),全(quan)(quan)省(sheng)涉(she)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)單(dan)位(wei)(wei)全(quan)(quan)部(bu)使用(yong)(yong)新建(jian)的“全(quan)(quan)國危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)全(quan)(quan)過(guo)(guo)程(cheng)(cheng)環(huan)境(jing)管(guan)(guan)(guan)理(li)信息系統”,配(pei)套有物(wu)(wu)聯網設備(bei)的企(qi)業全(quan)(quan)部(bu)接(jie)入(ru)系統,實現(xian)(xian)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)信息化(hua)(hua)管(guan)(guan)(guan)理(li)。

13.涉危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)單(dan)(dan)(dan)位通過(guo)“全國(guo)危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)全過(guo)程(cheng)環(huan)境管(guan)(guan)(guan)(guan)理(li)信(xin)息系(xi)統”記(ji)(ji)錄(lu)電子(zi)(zi)(zi)管(guan)(guan)(guan)(guan)理(li)臺(tai)(tai)賬(zhang),如實記(ji)(ji)錄(lu)危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)的種(zhong)類、數(shu)量、流向、貯(zhu)存、利(li)用(yong)、處(chu)置(zhi)等(deng)(deng)信(xin)息,逐步取消紙(zhi)質臺(tai)(tai)賬(zhang)。危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)經(jing)營單(dan)(dan)(dan)位建(jian)立(li)(li)(li)與“全國(guo)危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)全過(guo)程(cheng)環(huan)境管(guan)(guan)(guan)(guan)理(li)信(xin)息系(xi)統”實時對接的電子(zi)(zi)(zi)經(jing)營情(qing)況記(ji)(ji)錄(lu)簿,應用(yong)電子(zi)(zi)(zi)地(di)磅、電子(zi)(zi)(zi)標簽等(deng)(deng)加強信(xin)息化(hua)管(guan)(guan)(guan)(guan)理(li),鼓勵(li)持有危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)經(jing)營許(xu)可證的單(dan)(dan)(dan)位為危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)產生單(dan)(dan)(dan)位提(ti)供延伸服(fu)務,協助其生成(cheng)并(bing)領取電子(zi)(zi)(zi)標簽、建(jian)立(li)(li)(li)電子(zi)(zi)(zi)管(guan)(guan)(guan)(guan)理(li)臺(tai)(tai)賬(zhang)等(deng)(deng)。建(jian)立(li)(li)(li)日(ri)常動態(tai)管(guan)(guan)(guan)(guan)理(li)工作機(ji)制,提(ti)升涉危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)單(dan)(dan)(dan)位履(lv)行臺(tai)(tai)賬(zhang)管(guan)(guan)(guan)(guan)理(li)責(ze)任,動態(tai)掌握涉危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)單(dan)(dan)(dan)位危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)產生種(zhong)類、數(shu)量、貯(zhu)存、轉移和利(li)用(yong)處(chu)置(zhi)等(deng)(deng)基本情(qing)況,做到(dao)心中有數(shu)、清單(dan)(dan)(dan)可查。各省轄(xia)市生態(tai)環(huan)境部(bu)門于(yu)每(mei)年1月31日(ri)前,動態(tai)更(geng)新(xin)危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)環(huan)境重點(dian)監(jian)管(guan)(guan)(guan)(guan)單(dan)(dan)(dan)位、簡化(hua)管(guan)(guan)(guan)(guan)理(li)單(dan)(dan)(dan)位和登記(ji)(ji)管(guan)(guan)(guan)(guan)理(li)單(dan)(dan)(dan)位清單(dan)(dan)(dan),并(bing)按要求(qiu)公(gong)示重點(dian)監(jian)管(guan)(guan)(guan)(guan)單(dan)(dan)(dan)位清單(dan)(dan)(dan)。

14.常(chang)態化全面精準(zhun)落(luo)實(shi)(shi)系統內(nei)經核準(zhun)無誤(wu)(wu)的單(dan)位(wei)定期申(shen)(shen)報(bao)(bao)(bao)危(wei)(wei)險廢物有(you)關資料制(zhi)度,形成(cheng)定期申(shen)(shen)報(bao)(bao)(bao)制(zhi)度機制(zhi)。采取集(ji)中培(pei)訓、現(xian)場指導(dao)等多種方式,指導(dao)幫扶涉(she)危(wei)(wei)險廢物單(dan)位(wei)嚴格(ge)按照(zhao)危(wei)(wei)險廢物信息申(shen)(shen)報(bao)(bao)(bao)要求進行(xing)申(shen)(shen)報(bao)(bao)(bao),及時督促(cu)未申(shen)(shen)報(bao)(bao)(bao)和(he)申(shen)(shen)報(bao)(bao)(bao)有(you)誤(wu)(wu)的單(dan)位(wei)按時進行(xing)申(shen)(shen)報(bao)(bao)(bao)和(he)修改(gai),確(que)保(bao)轄區內(nei)所有(you)涉(she)危(wei)(wei)險廢物單(dan)位(wei)如實(shi)(shi)、如期申(shen)(shen)報(bao)(bao)(bao)危(wei)(wei)險廢物產(chan)生情(qing)(qing)況(kuang)(kuang)、自行(xing)利用/處置情(qing)(qing)況(kuang)(kuang)、委(wei)托外單(dan)位(wei)利用/處置情(qing)(qing)況(kuang)(kuang)、貯(zhu)存(cun)情(qing)(qing)況(kuang)(kuang)等詳細信息,常(chang)態化保(bao)證系統數據(ju)與實(shi)(shi)際涉(she)危(wei)(wei)險廢物單(dan)位(wei)信息全部吻合。

  (五)從嚴(yan)危險廢物監管執法

15.加強監管、監測(ce)、執(zhi)法(fa)(fa)(fa)聯動,聯合省(sheng)高級(ji)人民檢察院、公(gong)安廳持(chi)續嚴(yan)厲打擊非(fei)法(fa)(fa)(fa)傾(qing)(qing)倒(dao)(dao)處置(zhi)(zhi)危(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)環境(jing)違法(fa)(fa)(fa)犯(fan)罪(zui)行(xing)(xing)為(wei)。2025年至2027年開(kai)展嚴(yan)厲打擊非(fei)法(fa)(fa)(fa)傾(qing)(qing)倒(dao)(dao)處置(zhi)(zhi)固體廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)環境(jing)違法(fa)(fa)(fa)犯(fan)罪(zui)工作(zuo),以(yi)非(fei)法(fa)(fa)(fa)排(pai)放(fang)(fang)、傾(qing)(qing)倒(dao)(dao)、處置(zhi)(zhi)廢(fei)(fei)(fei)(fei)(fei)礦(kuang)物(wu)(wu)油、廢(fei)(fei)(fei)(fei)(fei)酸(suan)廢(fei)(fei)(fei)(fei)(fei)堿、廢(fei)(fei)(fei)(fei)(fei)鉛蓄電(dian)池、廢(fei)(fei)(fei)(fei)(fei)鹽(yan)、廢(fei)(fei)(fei)(fei)(fei)鋁灰、副產鹽(yan)酸(suan)等易(yi)制毒化學品等危(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)為(wei)重(zhong)點(dian),特別是在重(zhong)點(dian)保護區排(pai)放(fang)(fang)、傾(qing)(qing)倒(dao)(dao)、處置(zhi)(zhi)危(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu),向污(wu)水(shui)(shui)管網、地表水(shui)(shui)等排(pai)放(fang)(fang)、傾(qing)(qing)倒(dao)(dao)危(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu),以(yi)及通(tong)過(guo)暗管、滲井(jing)、滲坑等逃避監管的方式排(pai)放(fang)(fang)、傾(qing)(qing)倒(dao)(dao)、處置(zhi)(zhi)危(wei)險(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)物(wu)(wu)等違法(fa)(fa)(fa)行(xing)(xing)為(wei),強化綜合打擊,做好行(xing)(xing)刑銜接,查辦一批大案要案,不(bu)斷(duan)強化依(yi)法(fa)(fa)(fa)嚴(yan)懲(cheng)生態(tai)環境(jing)領域違法(fa)(fa)(fa)犯(fan)罪(zui)的力度,形成(cheng)強有力的震(zhen)懾作(zuo)用(yong)。

16.建立常態化聯(lian)(lian)(lian)合(he)執法(fa)(fa)(fa)機制(zhi),創新定期會(hui)商、聯(lian)(lian)(lian)動執法(fa)(fa)(fa)、吹哨報到、信(xin)息共享等(deng)(deng)聯(lian)(lian)(lian)動工作(zuo)機制(zhi),加(jia)強(qiang)生(sheng)態環(huan)境(jing)、公(gong)安、司法(fa)(fa)(fa)、交通、衛健等(deng)(deng)多部門的協同合(he)作(zuo),鞏固深化聯(lian)(lian)(lian)合(he)部署、聯(lian)(lian)(lian)合(he)會(hui)商、聯(lian)(lian)(lian)合(he)掛牌督辦(ban)、聯(lian)(lian)(lian)合(he)發布典型(xing)案例(li)、聯(lian)(lian)(lian)合(he)培(pei)訓、聯(lian)(lian)(lian)合(he)表揚等(deng)(deng)“六(liu)個聯(lian)(lian)(lian)合(he)”一體化聯(lian)(lian)(lian)動執法(fa)(fa)(fa)司法(fa)(fa)(fa)模式。探索相鄰(lin)省份、相鄰(lin)省轄市(shi)、相鄰(lin)縣(區、市(shi))執法(fa)(fa)(fa)互認、源頭(tou)追溯、隊(dui)伍(wu)聯(lian)(lian)(lian)建制(zhi)度(du),形(xing)成(cheng)監(jian)管(guan)合(he)力,加(jia)大對涉(she)(she)危險(xian)廢(fei)(fei)物(wu)環(huan)境(jing)違法(fa)(fa)(fa)行為的打擊(ji)力度(du),提(ti)高違法(fa)(fa)(fa)成(cheng)本,對危險(xian)廢(fei)(fei)物(wu)違法(fa)(fa)(fa)行為依法(fa)(fa)(fa)嚴懲。強(qiang)化多渠道推(tui)送違法(fa)(fa)(fa)線索,落實(shi)舉報獎勵制(zhi)度(du),鼓勵群眾(zhong)(zhong)發現涉(she)(she)危險(xian)廢(fei)(fei)物(wu)相關線索,提(ti)高公(gong)眾(zhong)(zhong)、社會(hui)組織參與積(ji)極(ji)性,從(cong)源頭(tou)做好危險(xian)廢(fei)(fei)物(wu)環(huan)境(jing)監(jian)管(guan),依法(fa)(fa)(fa)嚴厲打擊(ji)涉(she)(she)危險(xian)廢(fei)(fei)物(wu)環(huan)境(jing)違法(fa)(fa)(fa)行為。

17.構建危(wei)(wei)險(xian)廢(fei)(fei)物環(huan)境(jing)風(feng)(feng)險(xian)防(fang)(fang)控(kong)“底(di)圖”,突(tu)出環(huan)境(jing)風(feng)(feng)險(xian)防(fang)(fang)控(kong)的(de)重(zhong)點區(qu)域(yu)和(he)重(zhong)點行(xing)業(ye)領域(yu),分區(qu)域(yu)、差(cha)異化(hua)、精準(zhun)管控(kong)危(wei)(wei)險(xian)廢(fei)(fei)物環(huan)境(jing)風(feng)(feng)險(xian)。黃河流域(yu)、丹江口水源區(qu)、航空(kong)港(gang)區(qu)要加強(qiang)(qiang)危(wei)(wei)險(xian)廢(fei)(fei)物產生和(he)經營(ying)單位(wei)(wei)的(de)環(huan)境(jing)監(jian)管,開展涉危(wei)(wei)險(xian)廢(fei)(fei)物單位(wei)(wei)危(wei)(wei)險(xian)廢(fei)(fei)物管理(li)提升行(xing)動,嚴厲打擊(ji)非法處置(zhi)、經營(ying)危(wei)(wei)險(xian)廢(fei)(fei)物行(xing)為。鄭州、洛陽、三門峽(xia)、安陽、新(xin)鄉、焦(jiao)作、南陽、濟源示范區(qu)、航空(kong)港(gang)區(qu)等危(wei)(wei)險(xian)廢(fei)(fei)物環(huan)境(jing)風(feng)(feng)險(xian)重(zhong)點防(fang)(fang)控(kong)區(qu)域(yu)(危(wei)(wei)險(xian)廢(fei)(fei)物產生量大、經營(ying)單位(wei)(wei)多),要加強(qiang)(qiang)危(wei)(wei)險(xian)廢(fei)(fei)物利(li)用(yong)處置(zhi)單位(wei)(wei)監(jian)管,對接(jie)收的(de)危(wei)(wei)險(xian)廢(fei)(fei)物利(li)用(yong)智能終端進行(xing)入場車牌、聯單自動識別核(he)驗,入場接(jie)收、入庫貯存、出庫處置(zhi)全流程實現掃碼確認、視頻(pin)監(jian)控(kong),嚴禁“空(kong)轉”二維碼,嚴防(fang)(fang)危(wei)(wei)險(xian)廢(fei)(fei)物線(xian)上線(xian)下不同步等監(jian)管缺(que)失風(feng)(feng)險(xian)。

  (六)規范危險廢物經營許可

18.嚴格執行(xing)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物經營(ying)許(xu)(xu)可(ke)證分(fen)級(ji)審(shen)批(pi)(pi)(pi)制度(du),省生(sheng)態環(huan)境廳負責(ze)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物利用處置項(xiang)目的(de)許(xu)(xu)可(ke)審(shen)批(pi)(pi)(pi);省轄市(shi)生(sheng)態環(huan)境部門(men)負責(ze)醫療廢(fei)(fei)(fei)物集(ji)中處置、小微收(shou)集(ji)試點(dian)、鉛蓄電(dian)(dian)池(chi)收(shou)集(ji)試點(dian)、廢(fei)(fei)(fei)棄(qi)電(dian)(dian)器電(dian)(dian)子產品拆(chai)解的(de)許(xu)(xu)可(ke)審(shen)批(pi)(pi)(pi);省轄市(shi)所屬縣(xian)(市(shi)、區)生(sheng)態環(huan)境分(fen)局負責(ze)廢(fei)(fei)(fei)鎘鎳電(dian)(dian)池(chi)、廢(fei)(fei)(fei)礦物油(you)收(shou)集(ji)的(de)許(xu)(xu)可(ke)審(shen)批(pi)(pi)(pi)(領取危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物收(shou)集(ji)經營(ying)許(xu)(xu)可(ke)證的(de)單(dan)位,只能(neng)從(cong)事機動車維修活動中產生(sheng)的(de)廢(fei)(fei)(fei)礦物油(you)和居(ju)民日常生(sheng)活中產生(sheng)的(de)廢(fei)(fei)(fei)鎘鎳電(dian)(dian)池(chi)的(de)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物收(shou)集(ji)經營(ying)活動)。探索環(huan)境影響評價和危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物經營(ying)許(xu)(xu)可(ke)銜接制度(du),實現涉危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物單(dan)位環(huan)評聯審(shen)聯批(pi)(pi)(pi)。各(ge)省轄市(shi)生(sheng)態環(huan)境部門(men)應當靠(kao)前(qian)服(fu)務,加強指導,按(an)照許(xu)(xu)可(ke)審(shen)查指南督促問題整改后申(shen)請許(xu)(xu)可(ke)。

19.完善(shan)許可(ke)技術指南,研究出臺(tai)廢(fei)(fei)電路板(ban)、廢(fei)(fei)酸(suan)廢(fei)(fei)堿、廢(fei)(fei)活性炭等(deng)危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)經營(ying)許可(ke)和(he)審(shen)(shen)查指南,建立涵蓋危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)利(li)(li)用(yong)處(chu)置項目(mu)的(de)規(gui)范(fan)化(hua)審(shen)(shen)查體系,規(gui)范(fan)危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)經營(ying)許可(ke)審(shen)(shen)查審(shen)(shen)批,為危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)利(li)(li)用(yong)處(chu)置單位申請許可(ke)提供有(you)(you)循可(ke)遵(zun)的(de)靠前服(fu)務。深化(hua)“無(wu)廢(fei)(fei)集團(tuan)”“無(wu)廢(fei)(fei)園區”建設試(shi)點(dian),引導有(you)(you)條件的(de)大型企業(ye)集團(tuan)和(he)工業(ye)園區內(nei)部共(gong)享危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)利(li)(li)用(yong)處(chu)置設施(shi),推動危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)“點(dian)對點(dian)”定(ding)(ding)向利(li)(li)用(yong),簡化(hua)手續,減輕(qing)負擔(dan)。規(gui)范(fan)危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)豁(huo)(huo)免管理,嚴格按照《國家(jia)危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)名錄》對指定(ding)(ding)廢(fei)(fei)物(wu)(wu)在規(gui)定(ding)(ding)環節(jie)實行有(you)(you)條件豁(huo)(huo)免。

  (七)完善(shan)危險廢(fei)物管理體系

20.產生、收集(ji)、貯存、運輸、利用、處(chu)置(zhi)危險(xian)廢(fei)物的(de)(de)單位承擔(dan)危險(xian)廢(fei)物污染(ran)防治的(de)(de)主(zhu)體(ti)責任(ren),要嚴(yan)格落實危險(xian)廢(fei)物污染(ran)環(huan)境防治相關法律制度和標準等(deng)要求,科學制定危險(xian)廢(fei)物管理(li)計(ji)劃,采取有效(xiao)措(cuo)施(shi),減少危險(xian)廢(fei)物的(de)(de)產生量、促進再生利用、降低危害(hai)性(xing),提升危險(xian)廢(fei)物規范化環(huan)境管理(li)水平(ping)。危險(xian)廢(fei)物利用處(chu)置(zhi)單位要落實中級及以上職(zhi)稱人員擔(dan)任(ren)技術指導(dao),加強管理(li)專業人員培訓,提升管理(li)能力和專業知識水平(ping)。

21.建立健全河(he)南省危(wei)險(xian)廢(fei)(fei)(fei)物鑒(jian)別(bie)(bie)(bie)(bie)專家委(wei)員會(hui)機(ji)制,完善危(wei)險(xian)廢(fei)(fei)(fei)物鑒(jian)別(bie)(bie)(bie)(bie)管(guan)理(li)制度,強(qiang)(qiang)化危(wei)險(xian)廢(fei)(fei)(fei)物環境危(wei)害識別(bie)(bie)(bie)(bie)與環境風險(xian)評估。加強(qiang)(qiang)第三方鑒(jian)別(bie)(bie)(bie)(bie)機(ji)構管(guan)理(li),定(ding)期開展鑒(jian)別(bie)(bie)(bie)(bie)報告(gao)復核(he)、鑒(jian)別(bie)(bie)(bie)(bie)報告(gao)異議評估、技術指(zhi)導幫扶等,規范鑒(jian)別(bie)(bie)(bie)(bie)行為(wei),提高危(wei)險(xian)廢(fei)(fei)(fei)物鑒(jian)別(bie)(bie)(bie)(bie)水平。對存在(zai)鑒(jian)別(bie)(bie)(bie)(bie)報告(gao)弄虛作假等問(wen)題的危(wei)險(xian)廢(fei)(fei)(fei)物鑒(jian)別(bie)(bie)(bie)(bie)單位,建立不良(liang)行為(wei)記錄并實(shi)施懲戒(jie)。

22.推進危(wei)險廢(fei)物(wu)基(ji)礎數(shu)(shu)據(ju)(ju)治理,推動危(wei)險廢(fei)物(wu)環境管理與環評審批、排污許可、生(sheng)態環境統計、執法檢查、信訪舉報等(deng)業務數(shu)(shu)據(ju)(ju)共享,建(jian)立利用大(da)數(shu)(shu)據(ju)(ju)手(shou)段發(fa)現危(wei)險廢(fei)物(wu)違(wei)法線索機(ji)制,提升精準發(fa)現危(wei)險廢(fei)物(wu)違(wei)法線索的能(neng)力。探(tan)索采(cai)用“遙感+人工智(zhi)能(neng)”的方式,建(jian)立危(wei)險廢(fei)物(wu)違(wei)法傾倒快速識(shi)別和排查系(xi)統。到2027年(nian),推動危(wei)險廢(fei)物(wu)申報數(shu)(shu)據(ju)(ju)全(quan)面應(ying)用于(yu)生(sheng)態環境統計。

23.排查(cha)整(zheng)治環(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)(xian)(xian)(xian)隱患(huan)。堅持預防為(wei)主,深(shen)入開展(zhan)危(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)規(gui)范(fan)(fan)化環(huan)(huan)境(jing)(jing)(jing)管(guan)理評(ping)估,建(jian)立危(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)環(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)(xian)(xian)(xian)防控(kong)長效機(ji)制(zhi)。重(zhong)點評(ping)估“五即”規(gui)范(fan)(fan)化建(jian)設、許(xu)可(ke)證審(shen)查(cha)要(yao)點執行情(qing)況(kuang)、管(guan)理制(zhi)度和(he)標(biao)準(zhun)規(gui)范(fan)(fan)落實情(qing)況(kuang)、企業相關(guan)(guan)負責(ze)人(ren)危(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)管(guan)理知識(shi)掌(zhang)握情(qing)況(kuang)等。嚴格評(ping)估問題(ti)整(zheng)改,依(yi)托規(gui)范(fan)(fan)化評(ping)估app,形成發(fa)現問題(ti)、跟蹤整(zheng)改、閉環(huan)(huan)銷(xiao)號的工作機(ji)制(zhi)。危(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)相關(guan)(guan)單位依(yi)法(fa)依(yi)規(gui)投(tou)保(bao)環(huan)(huan)境(jing)(jing)(jing)污(wu)染(ran)責(ze)任保(bao)險(xian)(xian)(xian)(xian)(xian)。嚴禁違反國家有(you)關(guan)(guan)法(fa)規(gui)和(he)標(biao)準(zhun)要(yao)求,將危(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)用于危(wei)害環(huan)(huan)境(jing)(jing)(jing)安(an)全與人(ren)體(ti)健康的生產生活活動。健全極端天氣、地震等自然災害時期危(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)環(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)(xian)(xian)(xian)防控(kong)措(cuo)施,強(qiang)化突發(fa)環(huan)(huan)境(jing)(jing)(jing)事件應(ying)急準(zhun)備(bei),及時妥(tuo)善科學處(chu)置(zhi)突發(fa)環(huan)(huan)境(jing)(jing)(jing)事件。研究制(zhi)定鋁灰(渣)、精(蒸)餾殘渣、廢(fei)(fei)催化劑等危(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)利用處(chu)置(zhi)污(wu)染(ran)控(kong)制(zhi)地方標(biao)準(zhun)。

四、保障措施

  (一)加強(qiang)(qiang)組(zu)織(zhi)領(ling)導(dao)(dao)。各級生(sheng)態環境部(bu)門要加強(qiang)(qiang)本(ben)地(di)危險(xian)廢物污染防治(zhi)工作(zuo)的組(zu)織(zhi)領(ling)導(dao)(dao),建(jian)(jian)立健全環評、執法、監測、應急等多業務(wu)部(bu)門協(xie)(xie)調機制(zhi),積(ji)極協(xie)(xie)調住房(fang)和城(cheng)鄉建(jian)(jian)設、交(jiao)通、衛生(sheng)健康(kang)、大數(shu)據等部(bu)門支持配(pei)合,形(xing)成工作(zuo)合力,健全工作(zuo)制(zhi)度,協(xie)(xie)同推(tui)進(jin)(jin)危險(xian)廢物環境治(zhi)理(li)。要強(qiang)(qiang)化人員配(pei)置,明確專人負責,督促問題整(zheng)改(gai),深入(ru)推(tui)進(jin)(jin)危險(xian)廢物監管改(gai)革,確保危險(xian)廢物管理(li)法律法規制(zhi)度得(de)到有效落(luo)實。

  (二)強化(hua)(hua)科(ke)技(ji)(ji)支撐(cheng)。推(tui)廣危(wei)險(xian)廢物(wu)(wu)利用先進技(ji)(ji)術,推(tui)動健全危(wei)險(xian)廢物(wu)(wu)循環(huan)利用體系。圍繞部分危(wei)險(xian)廢物(wu)(wu)利用水平(ping)偏低、深加(jia)工能力不足等短板,持續健全完善(shan)生態(tai)環(huan)境(jing)領(ling)域(yu)科(ke)技(ji)(ji)創新(xin)體制機(ji)制,鼓勵科(ke)技(ji)(ji)創新(xin),加(jia)大科(ke)技(ji)(ji)投入,加(jia)強產學研合作,開展固體廢物(wu)(wu)減量(liang)化(hua)(hua)、高值化(hua)(hua)利用關鍵(jian)技(ji)(ji)術科(ke)技(ji)(ji)攻關、工藝設備(bei)研發制造,推(tui)動固體廢物(wu)(wu)利用處置技(ji)(ji)術成果(guo)共享與轉化(hua)(hua)。

  (三)積極宣(xuan)傳引導(dao)。強(qiang)化公眾(zhong)參與,利用主流媒體和新媒體平臺加大危險廢物治理工作(zuo)宣(xuan)傳力度,開(kai)展送法(fa)(fa)入企、舉(ju)辦培(pei)訓、發放環(huan)(huan)境普法(fa)(fa)讀本(ben)等活動,幫扶指導(dao)企業提升守法(fa)(fa)意識(shi)(shi)。推進危險廢物利用處(chu)置設施(shi)向公眾(zhong)開(kai)放,增(zeng)強(qiang)公眾(zhong)環(huan)(huan)保意識(shi)(shi),接受(shou)公眾(zhong)參觀與監督,進一(yi)步(bu)凝聚共識(shi)(shi),推動形成良好的社(she)會氛圍。
